As Saudi Arabia’s Vision 2030 reshapes the Kingdom into one of the Middle East’s most sought-after destinations, a policy change that touches every traveler’s wallet was flagged as an “important notice” by the Chinese Embassy in Saudi Arabia just last week.
⚠️ 重点提示｜自 ZATCA（天课、税务与海关总局）修订《反洗钱法执行条例》后，旅客出入境携带现金及贵重物品申报门槛已由 6 万沙特里亚尔下调至 4 万沙特里亚尔（或等值外币）。近期已有数名中国公民因未申报被拘押。

事件核心：申报门槛为何调整？
据中国驻沙特大使馆 2026 年 8 月 23 日晚发布的提醒，沙特天课、税务与海关总局（ZATCA）近期发布《反洗钱法执行条例》修订案，将旅客出入境携带现金及贵重物品的申报门槛，由原 6 万沙特里亚尔下调至 4 万沙特里亚尔或等值外币。
值得注意的是，这一调整不仅是「现金」：携带金条等贵金属、宝石或珠宝等价值达到 4 万沙特里亚尔的旅客，同样须向沙特海关提交书面申报，并出示相关发票以核实价值。
According to the notice issued by the Chinese Embassy on the evening of August 23, 2026, Saudi Arabia’s Zakat, Tax and Customs Authority (ZATCA) recently published amendments to the Anti-Money Laundering Law Implementing Regulations. The declaration threshold for cash and valuables carried across the border was lowered from 60,000 to 40,000 Saudi Riyals (or equivalent foreign currency).
Notably, the rule covers more than banknotes: travelers carrying gold bars, precious stones, or jewelry valued at 40,000 SAR or above must also submit a written declaration to Saudi Customs and present invoices to verify the value.

使馆在提醒中明确指出，近日已有数名中国公民因未按规定申报携带的大额现金，被沙特有关部门拘押。这一要求适用于所有出入境沙特的人员——无论旅游、商务还是探亲。
简单说：只要您携带的现金、外币现钞，或贵金属/宝石/珠宝合计价值达到 4 万沙特里亚尔，就必须在海关「申报通道」提交书面申报单。
The Embassy explicitly stated that several Chinese citizens were recently detained by Saudi authorities for failing to declare large amounts of cash. The requirement applies to everyone crossing Saudi borders—whether for tourism, business, or family visits.
In short: if the cash, foreign currency, or combined value of precious metals, gems, and jewelry you carry reaches 40,000 SAR, you must submit a written declaration at the Customs “declaration channel.”
实操清单：出入境这样带钱最稳妥
- 如确需携带大额现金出入境，请务必在海关申报通道提交书面申报单。
- 携带金条、宝石、珠宝的，请随身携带购买发票备查。
- 优先使用银行卡、信用卡或正规渠道汇款，减少现金携带。
- 提前换算：4 万沙特里亚尔约合 6.5 万元人民币 / 1.07 万美元（以实时汇率为准）。
- 🔥 切勿心存侥幸——未申报不仅可能被扣押，据沙特相关法规及媒体报道，情节严重者可面临高额罚款乃至更严厉的法律后果。
To help you travel safely, here is a pre-departure checklist:
- If you must carry large amounts of cash, submit a written declaration at the Customs declaration channel.
- If carrying gold, gems, or jewelry, keep the purchase invoices with you for inspection.
- Prefer bank cards, credit cards, or licensed remittance channels to minimize cash.
- Quick conversion: 40,000 SAR is roughly 65,000 RMB / 10,700 USD (subject to live exchange rates).
- 🔥 Do not take chances—non-declaration can lead to detention; under Saudi regulations and per media reports, serious cases may incur heavy fines or even harsher legal consequences.

- 中国驻外使领馆不会以电话通知您涉及案件，更不会电话索要银行卡号、密码等个人信息。
- 切勿轻信社交媒体、微信群中的「优惠汇率」换汇信息，务必通过正规银行或合法兑换机构办理。
- 私下换汇不仅风险极高，还可能让您无意间卷入洗钱犯罪案件。
The Embassy also urged Chinese nationals in Saudi to guard against two common risks:
- Chinese diplomatic missions will never call you about a case, nor ask for bank card numbers or passwords by phone.
- Never trust “preferential rate” exchange offers on social media or WeChat groups—use licensed banks or authorized exchange offices only.
- Private currency exchange is extremely risky and may inadvertently implicate you in money-laundering offenses.
